Virginia's referendum for redistricting is not quite the same as gerrymandering — although for the untrained eyes it will seem identical. This article explains what almost everybody is failing to articulate.
The April 21 referendum is not just another local vote — it is a strategic counteroperation. While Virginia’s "independent" process was built for a good-faith era, it has become a liability while other states weaponize their maps mid-decade. A YES vote is about buying time and restoring Virginia's national weight. However, it is not a magic wand. If Virginians vote "YES," the burden falls on us (regardless of party), the citizens, to ensure the Democratic establishment doesn't just coast on a win but remains accountable to the people they claim to represent.
The Mid-Decade "Redistricting War" Timeline
For anybody not familiar with how we've gotten here, this is a short timeline. I can make it a lot longer — but it won't make the GOP look any better either way — based on merit.
- June 2025: President Trump publicly directs Texas Gov. Greg Abbott to redraw Texas districts to secure a larger GOP House majority at the Federal level. This technically unconstitutional; in case you're wondering. But Trump is extending his SCOTUS immunity to the limit.
- July 21, 2025: Texas begins a Special Legislative Session focused on redistricting, bypassing the standard 10-year Census cycle. Also, procedurally violative, but the GOP-controlled powers in Texas rubberstamped.
- Aug 15, 2025: The U.S. DOJ and Democratic leadership warn that Texas’ move is a "unilateral assault" on fair representation. The GOP does not care - it is not like anybody had a majority vote to stop them.
- Aug 29, 2025: Gov. Abbott signs the new Texas map into law after a multi-week walkout by state Democrats fails to break quorum. That is Gerrymandering — when citizens have no say on the matter affecting their zip code. Texans were not given a chance to have a resolution to say "YES or NO" on whether they wanted this change to occur. While leaders like Rep. Jasmine Crockett (TX-30) stood their ground, the surrounding districts were dismantled to ensure their constituents' voices were mathematically neutralized.
- Aug 14, 2025: Gov. Gavin Newsom (California) announces a counter-referendum, stating California will not be "unilaterally disarmed."
- Nov 4, 2025: California voters pass Proposition 50 with 64.4% of the vote, authorizing the legislature to redraw maps. Unlike Texas, Californians had a chance to choose "YES or NO" — Californians Chose "YES." That is not Gerrymandering, that is redistricting, see the difference?
- Jan 14, 2026: California finalizes a map gaining 6 seats for Democrats, neutralizing the Texas 5 seats gain.
- Sept–Oct 2025: Missouri, North Carolina, and Ohio followed the Texas model, using unilateral legislative action to flip seats. Again, no resolution, no choice was given to their citizens — whether they agreed or not, constituents were bypassed. In case it is not obvious, it is the GOP-controlled states the ones who did not consult with their constituents to redraw districts, but the Democrat-led states are having referendums to give all citizens whether GOP, Dems, or Independents a chance to speak up before moving forward — with the will of the people. This is a very important distinction.
- Oct 31, 2025: Virginia Democrats draft a Resolution to bypass the Redistricting Commission and restore map-making power to the Assembly. This is a temporary change, unlike the other states.
- Jan 16, 2026: The Virginia General Assembly passes the referendum resolution for a second time, officially placing it on the ballot.
- Mar 6, 2026: Early voting begins in Virginia. Unlike Texas, Virginia is giving constituents in the Commonwealth the choice via referendum. This is not Gerrymandering; it is redistricting because Virginians have a choice. If they choose NO, then it won't change. See the difference?
- Apr 21, 2026: Election Day. Virginia decides if it will remain sidelined or rejoin the national balance of power.
Here is where we are at on this redistricting war:
- Texas (R): Added with no constituent consent +5 GOP Seats
- North Carolina (R): Added with no constituent consent +1 GOP Seat
- Missouri (R): Added with no constituent consent +1 GOP Seat (a lawsuit is ongoing to reverse it).
- Ohio (R): Added without constituent consent +2 GOP seats (this was a forced negotiation, or the GOP would have gotten more).
- California (D): Added with constituent consent referendum +6 Democratic Seats
- Virginia (D): Giving a choice for constituents via referendum, could get +3 or +4 Dem Seats.
If you see the pattern, the GOP-ran legislatures did not give a choice to their constituents to participate in the process representing them — and added a total of 9 seats. The Democratic-ran legislatures at best can have also 9 seats — to balance representation at the Federal level. They are not packing it — right now the GOP packed it 9 seats against 6. A YES vote in Virginia is meant so decisions are not made "through party lines" but through "merit" on the issues. Debates are good, it helps get better solutions than a rubberstamp - such as making decisions without your consent affecting your life for generations to come.
The "Smoking Gun" in Your Mailbox: Permit #215
If you’ve received a mailer (or many like most of us) urging a "NO" vote, look at the fine print, and the postage mark. You’ll likely see Fort Myers, Florida — Permit #215. This is from a GOP majority state — forcing their political leanings against other states.
This isn’t a coincidence; it’s a signature. This same permit was used to facilitate redistricting takeovers in North Carolina and to confuse voters in Ohio. In Ohio, the redistricting process wasn't a public choice but more like a back-room hostage negotiation where Democrats accepted a +2 GOP shift simply to prevent the Republican-led legislature from unilaterally erasing three additional seats — a defector 13-2 seat difference. Meanwhile, the opposition in Virginia pushing for a "NO" vote is being "outsourced" to a national machine that specializes in emotional Psychological Operations (PSYOPS). Traps are meant to make you feel smart while fooling you into voting against your own best interests by oversimplifying complex issues, redacting the important and inconvenient details.
These groups — like the Justice for Democracy PAC — are flooding Virginia with images of Jim Crow and the KKK to scare Black voters into voting "NO." It is a cynical attempt to use historical trauma to trick people into surrendering their own national influence. When a "local" campaign is paid for by a Florida compliance hub, you have to ask: Who is actually being represented? Here is the answer: NOBODY, not even the GOP. Where there are no checks and balances, nobody gets representation, period. When pushing for a rubberstamp, the vote becomes a fire-and-forget scenario. Look at how the goalpost has moved from the 2024 election to where we are now. They don't respect you if they deem you naive.
I don't personally like the elected Dems, but they are at least giving you a YES or NO choice. What that gives you as Virginian constituent is buying you time. The folks in Texas, Missouri, North Carolina, and Ohio were not given such an option. But yes, there is more to the story, look at the following chart:

You might hear in right-wing spheres about Maryland being a Dem state that disenfranchised their voters using Unilateral Legislative powers — meaning, no constituent referendum to choose — like Texas, Missouri, North Carolina and Ohio... does that make you mad with Maryland? Then it should make you mad for the other states. But looking at this should make you understand why it is important to vote "YES" in Virginia regardless of your party affiliation. Florida is adding without any constituent input +3 or +5 seats - and are mailing the redacted information to your house every other day. If the GOP folks don't ask for your consent now, they sure as hell won't ask you for anything if they become a rubber stamp or are used to overreach — there is precedent in Red states already, look it up yourself if you don't believe me. This should be equally outrageous if the Dems were doing it.
The Dem Factor: Why the Messaging is Failing

Everyone else — including the big names like Obama — is failing to resonate. Why? Because they are playing standard politics while the adversary is playing for the whole board. They get bogged down in technicalities, while Del. Jackie Glass correctly identifies this as a struggle between Executive overreach and Legislative integrity.
Reality Check: The Dems Suck at Messaging. They do; they are awful — despite many (not all) of them being on the less-wrong side of history. Both sides are not in the correct side of history, here is your offramp away from any partisan bubble. That is why there are many Americans who are actually running in 2026 trying to remove the dead weight of incumbents who are more worried about keeping their seats than legislating for their constituents. Yes, it is contentious. The decision to vote "YES or NO" is yours and yours alone as a Virginia voter. And this is also a good time to point out that only US Citizens can vote; there are databases that track that. Even if you have a Green Card you cannot vote.
And also, Virginia has had their election in 2025 with a huge crop of freshmen legislators who are still trying to find their way around despite finishing today their legislative sessions. That is why Virginia is a bellwether for the entire country. No pressure, but that is why you have to be a lot smarter than your elected leaders. A lot of them and their staffs are dumb as rocks - and smug about it. Believe me, I've met many of them firsthand.
What Your Vote Actually Means
The question on the ballot asks if the Constitution of Virginia should be amended to allow the General Assembly to temporarily adopt new districts to "restore fairness."
- YES: You are voting to level the playing field. You are ensuring that Virginia’s 13 seats aren't neutralized while states like Texas and North Carolina double their power. It is a strategic move to ensure your voice weighs the same as any other American at the national level. This is a lot more important than most folks who don't understand politics realize.
- NO: You are choosing "unilateral disarmament." You are allowing co-equal branches of government to become rubberstamps for an authoritarian agenda today or ever in the future, essentially signaling that Virginia is okay with being sidelined and ruled by the whims of any other state too blind to do the right thing. Remember, if the GOP states ruled without a resolution means they don't care about your voice, and got away with it because they were in the majority, hoping you might not find out until it is too late to do anything about it.
The Bottom Line
Voting "YES" buys us time, but it doesn't solve the ineptitude of the establishment — including the Dems. That part is up to us. We must be part of the solution and force the incumbent elected leadership to stop coasting. Whether you are a Democrat, Republican, or Independent, accountability is the only thing that keeps our Constitutional Republic from becoming a dictatorship. Even if the dictator is in your party — you're still disposable the very second you yelp, not a matter of if but when. Look at how many GOP figures fell from grace unceremoniously — you'll be next.
Don't let an out-of-state mailer tell you how to value your own voice. Share this with folks who might not understand why we have a referendum, and no, I am not a Dem. I don't like our elected Democrat leaders for the most part — they are largely inept and smug, and they probably don't like me either because I speak truth to power unapologetically. But compared to the alternative, I prefer having a choice than being bypassed unilaterally. Just remember, that is not the end of the issue, just the beginning of our civic duty as Americans. BZV
